when you log into blogger and go to the Layout editing (assuming you are upgraded to the newest version of blogger) you can Add a Page Element. Once you click on that a window pops up and you can select to add the Archives and you can edit how the archives are managed.
You can also go to the regular pages for setting up and there is a place were you can select how many posts are shown on your front page which cuts down on load time. =0) Hope that helps!
